Policy Advisor and Regional Coordinator for South Asia

Mallika Joseph is Policy Advisor and Regional Coordinator for South Asia.  She formally joined GPPAC in January 2018 though she had served as the South Asia Regional Representative (2012-2014) in her capacity as Executive Director of the Sri Lanka based Regional Centre for Strategic Studies. She also served as the co-Chair for the Human Security Working Group during that period.  Prior to joining GPPAC, Mallika has served in the following positions: Professor and Head, Department of National Security Studies, Central University of Jammu (2016-2017); Deputy Director, Australia India Institute @Delhi, a subsidiary of the University of Melbourne, (2015-2016); Executive Director, Regional Centre for Strategic Studies (2012-2014); and, Director, Institute of Peace and Conflict Studies (1996-2015).

Mallika specializes on security sector reform (SSR) and is
one of the 24 experts selected worldwide and inducted into the UN Roster of SSR Experts in 2009; In 2011, she worked at the Geneva- based International Security Sector Advisory Team (ISSAT) of the Democratic Control of Armed Forces (DCAF) designing, planning and delivering courses on SSR to senior practitioners. Earlier in 2006 and 2007, she was part of the five member high-level technical team from UK to Guayana that offered assistance in SSR.

She has a PhD in international relations and has worked on various issues relating to South Asian security. In addition to security sector reform, her areas of interest include human security, left extremism, global governance and security architectures. Some of her recent books/edited volumes include – Rise of China and India: Implications for the Asia Pacific; India's Economic growth: Opportunities and Challenges for the Region; Demography in South Asia: Implications for the Regional and Global Political Narratives; and Reintroducing Human Security in South Asia.
